Ministry of Justice explains whether Ukrainians will be left without housing due to a Russian cyberattack on state registers

Restriction of access to the state registers of the Ministry of Justice, including the Register of Real Estate Rights, due to a Russian cyberattack does not pose a risk of illegal seizure of Ukrainian property. All such statements are manipulations.

This was reported by the Ministry itself. They noted that, from a legal point of view, registration is not just making an entry in the State Register of Real Estate Rights.

"The basis for registration are documents issued or certified by a competent entity. That is why property owners must be sure that their rights are inviolable. All actions in the registry are automatically recorded: who performed the registration action, when and what it was. Therefore, the alleged illegal seizure of property due to limited access to the registry is nothing but manipulation," the statement said.

At the same time, the Ministry of Justice reminded that due to the largest Russian cyberattack in recent times, it is now impossible to obtain data from the registry or make changes. The estimated time for restoring the registers is 2 weeks.

What will happen to the data of Ukrainians

Minister of Justice Olha Stefanishyna emphasized that no data leakage was recorded as a result of the Russian cyberattack on Ukraine's state registers. All information contained in electronic systems is backed up and will be restored, so there is no question of data loss.

"I have received information from the head of the State Service for Special Communications and Information Protection that the data leak has not yet been confirmed," said the head of the Ministry of Justice.

She clarified that the registers are now in "quarantine" and additional checks are being conducted. "The most important thing is that there is no threat of data loss, all registers will be restored. I ask citizens to be patient," Stefanishyna assured.

She also explained that all state registers have backups. The information is reserved in the full form in which the registers worked before the attack.

It is with the data set that was "recorded" before the attack that the registries will return to work. According to the head of the Ministry of Justice, problems may arise only with data that was entered within a few hours during the attack itself. Separate decisions will be made regarding such information.

As reported, despite the large-scale cyberattack on Ministry of Justice's registers, Ukrainians can use a number of notary services by contacting such specialists. In particular, notarial acts can be performed without using and entering information into the Inheritance Register, the Unified Register of Powers of Attorney, and the Unified Register of Special Forms of Notarial Documents.
