In one region, emergency blackouts have been restored, while others have strict schedules: what's happening in the energy sector after the Russian attack
In Ukraine, on November 28, hundreds of thousands of citizens were left without a power supply due to a missile attack and damage to energy facilities, and in some regions water supply schedules were introduced. Around noon, emergency power outages were canceled and electricity was restored on an hourly basis. By the end of the day, the most stringent regime will be applied with 4-stage blackouts. The only exception is the Rivne region, where emergency blackouts were restored in the evening.

Energy Minister Herman Halushchenko said in the morning: "Once again, the energy sector is under massive enemy attack. Attacks on energy facilities are taking place all over Ukraine."
Around 12:00, Ukrenergo reported that it had canceled emergency power outages. "All consumers are returning to hourly outage schedules. The schedule of restrictions in your region can be found on the website and official pages of the distribution system operator (oblenergo)," the statement said.
The head of the Kherson City Military Administration Roman Mrochko announced that Kherson has been de-energized. After the attack, electric transport in the city is not working, and due to water interruptions, a temporary water supply schedule has been introduced that will remain in effect until the situation in the power system is fully stabilized:
- from 6.00 to 08.00;
- from 17.00 to 20.00.
Ivan Rudnytskyi, head of Volyn Regional State Administration, said that approximately 215,000 customers are currently without electricity.
"All important infrastructure that was left without electricity has been switched to generators. We have assembled the emergency response center to eliminate the consequences of the enemy attack. We are launching additional resilience centers with electricity, internet, and heat. The fire has already been extinguished. All relevant services are working to restore heat, water, and electricity supply as soon as possible," said Rudnytskyi.
Serhii Tiurin, head of the Khmelnytskyi regional administration, said that as a result of the attack, there was a partial power outage in Shepetivka and Khmelnytskyi districts. "In addition, Ukrenergo applied emergency blackouts. An outbuilding was also damaged. There were no reports of deaths or injuries," he added.
The head of the Rivne Regional State Administration noted that more than 280 thousand subscribers in the region are without electricity. There are interruptions in the water supply. "We are switching schools in Rivne and part of Rivne district to distance learning," he said.
According to the regional power company, from 19:00 to 20:00 there will be an emergency power outage in the Rivne region. This is necessary to stabilize the power system. The outage will affect all districts of the region.
In the morning, 681 settlements were without a power supply. Water supply is at low pressure in Rivne, Babyn, Horbakiv, Voskodavy, Chudnytsia, Illin, Dorohobuzh, Mnyshyn, Podoliany, Shkariv, Horbiv villages. Velyka Omeliana, Hrushvytsia, Novomylsk, Hoshcha, Malynivka, Syniv, Teretiiv, Symoniv, and Franivka are without water.
In Lviv and the region, 523,000 customers were left without electricity due to the morning shelling and the use of hourly power outage schedules.
Earlier, Yasno CEO Serhii Kovalenko said that according to Ukrenergo's forecast, the blackouts would last until the evening, 20:00, but this forecast did not come true as they were canceled much earlier. In view of this, DTEK has published schedules of hourly blackouts for Kyiv and the region, as well as the Odesa and Dnipro regions.
"Ukrenergo determines only the number of queues to be de-energized. The schedules of outages for each individual queue are determined by regional power distribution companies. Please do not turn on several powerful appliances at the same time when the power goes out according to the schedule.
What do queues mean and where to find your schedule
- Stage 1 – 4 hours of restrictions per day;
- 2 queues – 8 hours of restrictions per day;
- 3 queues – 12 hours of restrictions per day;
- 4 queues – 16 hours of restrictions per day.
As OBOZ.UA previously reported, gas and electricity tariffs in Ukraine will not change on December 1. The price will be UAH 7.96 per cubic meter for Naftogaz customers. This is about 98% of all Ukrainian families. At the same time, they will have to pay UAH 4.32 for each kWh of electricity.
