Ukraine has significantly improved its position in the world corruption ranking: in what place we are now
Ukraine has demonstrated one of the world's best results in the fight against corruption in 2023. The country gained 3 points in the updated Corruption Perceptions Index (CPI), bringing its score to 36. This allowed it to rise 14 places: from 116th to 104th out of 180.
This was reported by Transparency International Ukraine (TI). However, it is noted that along with one of the best growth rates, Ukraine also
- became one of 17 countries in the current CPI that demonstrated its best performance ever;
- received 11 points over the last 10 years.
"Ukraine received 36 points out of 100 in the Corruption Perceptions Index for 2023. Now our country ranks 104th out of 180 countries," the report says.
What it all means
As explained by TI, the Index measures the perception of corruption in the public sector only. The key indicator of the index is the number of points, not the ranking. The higher the score, the better the country's anti-corruption performance. For example:
- 0 points means that corruption actually replaces the state;
- 100 points means that corruption is almost absent.
"Ukraine has demonstrated a good result this year, having a progressive dynamics over the past 10 years. We have now reached the level of the EU candidate countries. But we still have a lot of work to do to catch up with the EU countries," they emphasized.
How the rating is calculated
The rating is based on experts' perception of corruption in the public sector. In particular, the following are taken into account:
- bribery
- embezzlement of public funds
- nepotism in the civil service
- state capture
- the government's ability to implement integrity mechanisms
- effective prosecution of corrupt officials
- excessive bureaucracy
- the existence of laws on financial disclosure, conflict of interest and access to information
- protection of whistleblowers, journalists and investigators
Corruption index of other EU candidates
Among the 9 EU candidate countries, Ukraine ranks 6th. Georgia has the best score, with 49th place and 53 points. Turkey has the worst one, with 115th place and 34 points.
At the same time, things have deteriorated in both of these countries as:
- Georgia lost 3 points;
- Turkey lost 2 points.
Other countries showed growth, ranging from 1-3 points. The exception was Serbia, which remained at 36 points and, together with Ukraine, ranks 104th in the global ranking.
Where there is almost no corruption
Denmark tops the list with 90 points. It is followed by:
- Finland - 87 points;
- New Zealand - 85;
- Norway - 84.
The most corrupt countries
Somalia has the biggest problems with corruption: 11 points and the last, 180th place. Close to this country - with a score of 13 points - are:
- Venezuela;
- Syria;
- South Sudan.
