Biden to ask Congress for additional $24 billion for Ukraine: Pentagon reveals details

The administration of US President Joe Biden will submit a request to Congress for additional funding to support Ukraine in the amount of $24 billion. These funds are crucial for the United States government to respond effectively to the situation in Ukraine by the end of fiscal year 2025.

This is reported by the Voice of America, citing information from officials of the US Department of Defense. The department disclosed the details of this funding.

According to the Pentagon, $8 billion of this amount is planned to be allocated to the USAI (Ukraine Security Assistance Initiative) program, which provides for the purchase of weapons directly from manufacturers. Manufacturing and delivery of weapons under this program can take up to a year or more, depending on the specific order.

Another 16 billion will be used to replenish U.S. warehouses, which will allow for new aid packages for Ukraine through the Presidential Decision Maker Program (PDA).

Under the PDA program, the United States sends existing weapons from its own arsenals to Ukraine, replenishing them with new weapons. This mechanism makes it possible to deliver aid to Ukraine much more quickly – within days or weeks.

The Pentagon emphasizes that the additional funding is crucial because without these funds, the US government will not be able to effectively respond to the situation in Ukraine by the end of fiscal year 2025.

"This funding not only supports Ukraine's fight for its sovereignty and weakens Russia's military capabilities, but also strengthens U.S. military readiness through modernization of our weapons systems and investments in our defense industrial base, which benefits the American economy by creating jobs and promoting manufacturing," a U.S. Department of Defense spokesman said.

The Biden government has decided to include a request for support for Ukraine as part of a "package" bill that will also cover other spending for fiscal year 2025. This bill is likely to be considered by Congress this year.

However, in order for additional funding for Ukraine to be approved, it will require majority approval in both houses of Congress. Currently, Democrats control the Senate and Republicans have a majority in the House of Representatives.

House Speaker Mike Johnson, who will largely determine whether the bill comes to a vote as proposed by the White House, has already reacted to the news of the Biden administration's additional request for an additional $24 billion to support Ukraine.

"The American people voted decisively for President Trump because he promised to end wars, not to continue them indefinitely. Such decisions are made by the next administration, not by the outgoing president," he wrote on Platform X.
