"I don't understand what this is at all. It's either a fire or a tornado because a huge cloud stretched across the entire Leninsky urban district," one Russian woman said in her video.

According to the Russian Emergencies Ministry, the fire area reached 2,000 square meters, with 90 firefighters and 29 pieces of equipment sent to extinguish the fire.

"A warehouse of 2,000 square meters in the Leninsky urban district is on fire. Fire and rescue units are working at the scene," they said as of 6:48 am.

Preliminarily, there are no casualties, the agency said.

As of 7:28 a.m., the Russian Emergencies Ministry said the fire was localized. At 8:09 a.m. it reported that "open burning has been eliminated."
