Ukrainians will be paid for reporting corruption: the NACP has announced the terms and possible amounts

Ukraine is planning to launch a portal in early September that will allow Ukrainians to report corruption. Those whose information is confirmed in court will be promised compensation. Moreover, the case in which the first ever compensation is expected to be paid is already being considered by the High Anti-Corruption Court.

This was stated by the head of the National Agency for the Prevention of Corruption (NACP), Oleksandr Novikov, during a telethon. According to him, the new portal will already take into account the recommendations of the European Union, as well as the experience of other countries in this area.

"In September, hopefully in the first few days, the National Agency (for the Prevention of Corruption - Ed.) will launch a whistleblower portal. This is a special resource that will allow employees of organisations to send anonymous reports about corruption in their organisations, which will be received by the heads of organisations or commissioners for the prevention of corruption, as well as special entities - NABU, SBI, NACP, National Police," Novikov said.

He clarified that a whistleblower can receive a reward even if they report anonymously. The money will be paid after a court decision. The amount will be 10% of the subject matter of the corruption offence, but not more than UAH 14 million.

So far, corruption whistleblowers in Ukraine have not received any rewards. However, the High Anti-Corruption Court is already holding hearings in the proceedings, which will result in the NACP paying the first reward to the whistleblower in case of a guilty verdict, Novikov said.

As a reminder, in 2020, Ukraine enacted a law guaranteeing the right of corruption whistleblowers to remuneration. At the same time, whistleblowers are exempt from liability if it turns out that they reported false facts and corruption was not confirmed.
