Russia expects protracted conflict in Ukraine and is preparing a new "electronic" conscription - British intelligence

Russia expects a prolonged conflict in Ukraine, so it is developing a long-term approach to replenishing its army. Among other things, it is developing a procedure for serving subpoenas through online services.

This was reported by the UK Ministry of Defence intelligence. At the same time, it is claimed that Russia currently prefers to attract additional volunteers.

"On April 11, 2023, the State Duma of Russia passed a law on the creation of a unified register of persons fit for military service. The main consequence of this measure is that in the future, the authorities will be able to deliver conscription documents electronically rather than by letter, removing an obstacle that previously allowed evasion of conscription," the UK Ministry of Defence intelligence report says.

British intelligence concludes that since Russia's conscription data is now digitally linked to other government online services, the authorities will punish those who evade the draft by restricting their rights to employment and travel abroad.

Earlier, OBOZREVATEL reported that on April 14, Russian President Vladimir Putin signed a law that provides for the creation of a unified military registration register. The document allows to notify persons liable for military service of conscription by means of electronic subpoenas.

The law has been published on the official legal information portal, which means it has already entered into force. According to the law, conscription notices will be sent to persons liable for military service in writing and duplicated electronically.

An electronic subpoena will be deemed served from the moment it is posted in the personal account of a Russian citizen on "the relevant information resource, in the information system". In addition, notifications of the subpoena will be sent to Russians in their personal accounts on the public services portal. If the subpoena is not served either in writing or electronically, it will be deemed served after seven days from the date of its publication in the register of subpoenas.

The law also introduces a number of restrictions for both "evaders" and those who have received a subpoena. The former will face restrictions on leaving the country, a ban on driving, and will not be able to enter into real estate transactions or take out loans or borrowings. At the same time, those who receive a subpoena will also be banned from leaving Russia. So with this law, Putin has essentially closed the door on leaving the country for all men of military age.
