The population of Rostov and Voronezh regions positively perceives the Wagner PMC. The ranks of the militants are growing due to local volunteers.

According to the source, civilians are either trying to completely distance themselves from the events or welcome the militants as "liberators". It is noted that the locals voluntarily and willingly supply the Wagnerites with food and water.

The regional authorities have virtually no reaction to the emergence of a private army, do not offer any opposition and are focused solely on current economic affairs.

In the Voronezh region, Wagner seized a military airfield. In response, the official authorities have launched attack helicopters to fire on motorways if there are any crowds of cars.

In this way, the Russian Ministry of Defence plans to prevent militants from advancing towards Moscow. However, it is mostly the cars of local residents who come under fire when they try to self-organise and leave the "hot" regions.

Recruitment of local residents is being carried out in both regions. According to available information, several thousand people have already joined them to fight against the current government.

The day before, Prigozhin declared "war" on Shoigu: since the morning of 24 June, buildings have been seized in Rostov-on-Don, shootings have been reported in Voronezh Oblast, and a large number of military vehicles and armed men have been spotted in a number of regions. A counter-terrorist operation was announced even in Moscow, and in several regions people were urged not to leave their homes.

According to Prigozhin, mercenaries control all military facilities in Rostov, including the airfield. He issued an ultimatum to Shoigu.
