Short biography

Pavel Ryabikin is a former minister for strategic industries of Ukraine, former head of the State Customs Service, and former chairman of Boryspil International Airport.

Brief biography

Pavel Ryabikin was born on June 6, 1965 in Kiev.

He served in the Soviet Army from 1983 to 1985.

In 1989 he graduated from the Kiev Shevchenko National University with a degree in international relations. He graduated from the Faculty of International Relations and International Law, specializing as an international lawyer. In 1992, he completed his postgraduate studies at the KNU.

He was an intern at the University of Leipzig and later at the University of Kiel.

At different times worked as a legal consultant at Yurvneshservice and Vasil Kisil & Partners LLC. He was also an attorney at the Kyiv City Bar Association.

In March 2005 he became Deputy Minister of Transport and Communications of Ukraine. He held that position till August 2006. At the same time, he headed the Supervisory Board of UIA.

In July 2009 he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Denmark. He held the post until the end of April 2010.

In July 2014, he was appointed Deputy Chairman of the Kyiv City State Administration. He worked in this position until September 2015.

Then Ryabikin worked for two years as deputy director - head of the port of the "Green Port Recreational Center" LLC.

Since March 2017, he became the general director of the State Enterprise "Borispol International Airport".

Politics

Ryabikin was a people's deputy of Ukraine of the third convocation from June 2000 to April 2002. In Parliament, he worked in the Committee on Legal Policy.

He was also a people's deputy of the IV convocation from May 2002 to July 2005. He was the chairman of the subcommittee on economic legislation of the Committee on Economic Policy, Management of National Economy, Property and Investments.

In July 2005, he resigned as a deputy.

Later he was elected as a deputy of the 7th convocation on the list of UDAR party.

Appointment as the head of the customs service

On October 28, 2020, Ryabikin was announced as the winner of the competition for the position of the head of the State Customs Service. On November 18, the Cabinet of Ministers approved Ryabikin's candidacy to head the State Customs Service.

Cabinet appointment and resignation

In November 2021 he was appointed Minister of Strategic Industries of Ukraine. On March 20, 2023 he was removed from his position.

Family

Ryabikin is married. He has a daughter Anna.
