"There are no guarantees." Bezsmertny explains what is wrong with security agreements signed by Ukraine
Ukraine has already signed 17 bilateral security agreements, which is a positive development, as they have closed certain gaps. However, the negative aspect is that these agreements are interagency agreements, they have not been ratified, so they do not have the status of law in each of the partner countries.
Because of this, any of the signatory states can simply refuse to implement them at the will of its president. This was stated by diplomat and international policy expert Roman Bezsmertny in an interview with OBOZ.Talk.
"At the same time, this thing, the non-binding nature of the agreement, is bilateral. And here we need to understand the other side. That it can also influence such a situation. This is very important. Now, from the point of view of how much behavior can be predicted in the event of a withdrawal from the agreement. This will have a political assessment," he said.
If any of the countries refuses to fulfill the agreement on security guarantees for Ukraine, it will not have criminal or administrative liability, but only a political assessment.
"Against the backdrop of all that is happening, if this happens to 17 of the relevant agreements, or even to states such as the United States or the United Kingdom, it is basically a collapse. This is the collapse of the world system, the world order," the expert says.
"Now what about our idiot neighbor? This is a thing that should be considered when such documents are signed. And we need to realize that when these documents were signed, those who formulated them probably proceeded from the assumption that they were signed to prevent such things. So you are right in many ways. Anyone can backtrack in this situation. There are absolutely no guarantees, the same word that was used here," he added.
At the same time, it is important that these agreements are signed for 10 years, so they are most likely a kind of 10-year compensator for the road to NATO, or they mean this road.
"This means that NATO is the guarantor of the implementation of such documents. It is no coincidence that we are now talking about actualizing NATO's assistance to Ukraine. And we can see how even now, at meetings of defense ministers, NATO is gradually taking over the management of the assistance process," Bezsmertny noted.
As reported by OBOZ.UA, the security agreement between the European Union and Ukraine will be signed in the coming days. In particular, it is expected to happen on June 26. The parties have already agreed on the text of the agreement after several months of negotiations.
