The victory plan will be open to everyone: Zelenskyy spoke to the media before departing for the United States

Next week, Ukrainian President Volodymyr Zelenskyy will fly to the United States to present a victory plan to his American counterpart Joe Biden, and presidential candidates Kamala Harris and Donald Trump. Subsequently, this plan will be open to all countries, including Russia.

Zelenskyy said this during a meeting with Ukrainian journalists on September 20. The head of state also lifted the veil of secrecy around Ukraine's victory plan.

Zelenskyy reiterated that it is impossible to end the war without Russia.

"We said that we are ready to see Russia at the second peace summit, because all our allies, including our closest ones, who are on our side and always against Russian aggression, all said that Russia should be at the second summit. Because Russia is at war against Ukraine. There can be no end to the war without one of the parties," the president emphasized.

He also said that Ukraine is working on its own plan for victory. Currently, three of its points are fully prepared.

"There will be more meetings offline and online. And, as we said in early November, the entire plan will be ready. This will be the start and the foundation for talking in any format with Russia. In any format, with any of its representatives, because there will be a plan and something to show. If they don't like it, their reaction to the specifics will be clear, not just in general – we don't want anything and will continue the war. Although I think that's exactly what they want today, just to continue," Zelenskyy shared his thoughts with journalists.

The President assured that Ukraine's victory plan would be open to all countries, including Russia. He also added that this plan includes, among other things, the steps of Ukraine's partners – from now until the end of the year.

"Specific actions that depend solely on the partners, and no one will tell me that it depends on the Russian side. The plan is simply a bridge to a peace summit and to any stage of ending the war. A bridge that strengthens Ukraine. It strengthens it politically, in terms of weapons, and in terms of understanding what our future will be like after the war. The plan will be presented to President Biden, US presidential candidates, and all other partners. I think the plan will be open to everyone, including societies in different countries. And Russia should see it. Because this plan strengthens Ukraine. And they should know about it," the Head of State emphasized.

He expressed confidence that the plan could make future diplomatic meetings with Russia more effective.

Zelenskyy also slightly lifted the veil of secrecy around the content of Ukraine's victory plan.

"First, Ukraine's place in the world's security architecture is unequivocal. Second, without details, but the Kursk operation is part of the plan, its second point. The third point is related to the specific strengthening of Ukraine's weapons capabilities. The next point is related to the economy. Let's say our joint economic development. The fourth point is not related to the economy, but, let's say, to saving money in the future. That is, today you are helping us to implement this plan, and in the future Ukraine will save you a lot of your resources," the president said.

He also added that during his trip to the United States, he wants to know Harris's opinion on Ukraine's victory plan, and he plans to meet with Trump, probably on September 26 or 27.

Zelenskyy also emphasized that current President Joe Biden can still make important decisions that will strengthen Ukraine. In particular, our country needs permission to use ATACMS to target enemy military airfields in Russia.

During this meeting with the Ukrainian media, Zelenskyy reacted to the WSJ's report on Ukraine's losses in the war. He called the publication's claim that the number of dead Ukrainian soldiers reached 80,000 "a lie." The President claims that "the real figure is much lower than the one that was published. Significantly so."
