"Biden has instructed all of us to move heaven and earth": White House says it is looking forward to Ukraine's victory plan
The White House has not yet reviewed the so-called victory plan of Ukrainian President Volodymyr Zelenskyy. Currently, the US President's team is "looking forward to the presentation" of this document.
This was announced by Michael Carpenter, Director for European Affairs at the US National Security Council. He clarified that the US leadership "will soon be able to talk about it and agree on their strategic goals until the end of this administration’s term in office."
Earlier, U.S. Ambassador to the United Nations Linda Thomas-Greenfield claimed that Biden had seen the plan. Moreover, in her opinion, it "can work." However, her statement coincided with Zelenskyy's own words, who claimed that "the victory plan is 90% ready."
At present, the document is finished and, as Zelenskyy said, will be presented to the American side during the UN General Assembly.
"President Zelenskyy wants to travel to Washington, DC, and explain his victory plan to President Biden in person. So no, we’re not familiar with the plan yet, but the presidents will soon be able to talk about it and agree on their strategic goals until the end of this administration’s term in office, which will be very important," Carpenter said.
According to him, Biden "instructed everyone to move heaven and earth to make sure to make sure that we get everything, especially military assistance, as quickly as possible."
"I don't know what's the content of (Zelenskyy's) plan, so I can't say what (Biden's) reaction will be. But, of course, the US president is absolutely determined to support Ukraine and put it in the strongest position by the end of his term," Carpenter said.
However, the American refused to comment on the issue of granting Ukraine permission to use long-range weapons deep in Russia, as he personally "has no announcements" on this matter. He also added that there are "ongoing conversations about this permit," and some of them are "better left private."
"We actually believe that Ukraine needs to have long-haul assets that it can use. But Ukraine does have some of its own long-range capabilities that it's already using very effectively," Carpenter said.
The American official added that "Ukraine remains a top priority for President Biden."
As reported, the decision to allow Ukraine to strike targets deep in the Russian Federation with Western weapons has not yet been made. It is believed that the discussion will continue when Volodymyr Zelenskyy arrives in the United States in late September. Among other events, he will attend the UN General Assembly.
