US Congress Calls for Revision of Russia Strategy: What Are the Implications for Ukraine

The U.S. government must abandon the post-Cold War status quo in relations with Russia. It also needs to recognize Moscow as a permanent threat to global security. And this will certainly affect the situation in Ukraine.

This was reported by The Hill. Journalists refer to the call of representatives of the Republican and Democratic parties in the US Congress.

"The bipartisan committee responsible for supporting democracy and human rights in post-Soviet countries insists that the United States abandon the post-Cold War status quo in its relations with Russia and call Moscow a constant threat to global security," the report says.

The Helsinki Commission's report, which was obtained by journalists, argues that Washington should change its thinking about its approach to Russia, as it has done with China over the past few years, and allocate resources accordingly.

It also talks about ensuring Ukraine's victory in its defensive war against Russia, calling for "massive" military and humanitarian aid to Kyiv and allowing the Ukrainian Armed Forces to strike deep into Russian territory with weapons provided by the United States.

It is noted that the policy proposals presented in the report go beyond the Joe Biden administration's commitments to Ukraine and contradict the positions of former President Trump, the Republican presidential candidate, and his allies in Congress.

However, the chairman of the Republican Helsinki Committee, Congressman Joe Wilson, denied that Trump could make a deal with Putin.

"There's no question in my mind that Donald Trump will see through the insincerity of war criminal Putin," Wilson told The Hill in a brief conversation about the report.

Vice President Kamala Harris, the Democratic presidential candidate, has previously outlined a continuation of President Joe Biden's Ukraine policy.

But while the presidential race will certainly influence U.S. policy toward Ukraine and Russia in the years ahead, attitudes in Congress will also be crucial in determining priorities around the world, the report says.

"I think the main message is that we are abandoning 30 years of misguided policy," said an anonymous congressional representative familiar with the report.

As noted, Republican lawmakers are likely to accept the report's conclusion that "the United States must prepare for a long-term struggle, realizing that Russia has a long history of brutal imperialism against its neighbors, Europe, and the world at large."

"You don't have to look far to see that every president goes and meets with Putin during the first few months of his or her term," the source summarized.

As a reminder, on Thursday, September 26, President of Ukraine Volodymyr Zelenskyy visited the U.S. Capitol in Washington, DC. The Ukrainian leader came there specifically to meet with lawmakers from both parties.

Earlier, Zelenskyy also met with a bipartisan delegation of the U.S. Congress, when he told American lawmakers about the Ukraine Victory Plan. The President noted that this plan contains concrete steps to strengthen Ukraine without any decisions or pressure from Russia.

Earlier, the White House said it was looking forward to the presentation of Zelenskyy's Victory Plan and wanted to agree on strategic goals with Kyiv for the last four months of Biden's presidency. At least that's what presidential adviser Michael Carpenter said.
