"A new concept is being established." Istomin explains the situation with the e-cabinet of recruits, conscripts, and reservists

Major Roman Istomin, spokesman for the Poltava Regional Military and Consumer Affairs Center, emphasized that the President did not sign the Law on Conscripts' Accounts. He noted that on April 2, Volodymyr Zelenskyy signed Bill No. 10062 "On Amendments to Certain Laws of Ukraine on Improving the Procedure for Processing and Using Data in State Registers for Military Registration and Acquiring the Status of a War Veteran During Martial Law," which, in particular, introduces the concept of an "Electronic Office of a Recruit, Conscript, Reservist."

Roman Istomin said this in a commentary to OBOZ.UA. He noted that according to this document, amendments are made to the Laws of Ukraine "On the Unified State Register of Recruits, Conscripts, and Reservists", "On Public Electronic Registers" and "On the Status of War Veterans and Guarantees of Their Social Protection".

"First of all, it should be said that the President did not sign the Law on the Conscript's Office. He signed the Law of Ukraine "On Amendments to Certain Laws of Ukraine on Improving the Procedure for Processing and Using Data in State Registers for Military Registration and Acquiring the Status of a War Veteran During Martial Law," emphasized Istomin.

This law establishes a new concept – an "Electronic cabinet of recruits, conscripts, reservists". According to Istomin, the procedure for accessing the electronic cabinet, the terms of its use, the list of information displayed, as well as the list of services provided through this electronic cabinet, are determined in the Procedure for maintaining the Register approved by the Register Keeper. The Register is kept by the Ministry of Defense of Ukraine.

The spokesperson for the Poltava Regional Military and Consumer Affairs Center noted that over the next month, the Cabinet of Ministers of Ukraine will need to adopt the regulations necessary to implement all these changes. One aspect of this process is to define the structure and functions of this new cabinet.

"So today I can't talk about what data will be in the cabinet. However, as a military officer of the Military and Civil Defense Committee, I would like to say that conscripts are citizens who are subject to conscription for regular military service, and persons liable for military service are citizens subject to mobilization. Conscription for regular military service under martial law is not carried out, conscripts are not subject to mobilization," Istomin said.
