Short biography

Igor Leonidovich Lik archuk is an educator, former director of the Ukrainian Center for Education Quality Assessment (2006-2011 and 2014-2015).

Brief biography

Igor Likarchuk was born into a family of teachers on July 14, 1954 in Boguslav, Kyiv region.

He received his higher education at the Kiev State Pedagogical Institute named after Gorky. Gorky.

He started working in the educational sphere immediately after graduation from the Institute in 1976. During the next 10 years he was a teacher, deputy director, director of school and vocational school.

Since 1986 he was Deputy Head of the Education Department of Kyiv region, and then Chairman of the Kyiv Regional Committee for Vocational Education.

In 1995-1996 he was a member of the State Commission for Reforming Vocational Education in Ukraine.

For the next six years he headed the Expert Council of the State Accreditation Commission for licensing and attestation of vocational schools.

From 1996 to 2005 he was also the Head of the Department of Education and Science of Kyiv Regional State Administration.

He was a lecturer at the Kyiv Regional Institute of Postgraduate Education of Pedagogical Personnel, as well as at the Skovoroda Pereyaslav-Khmelnytsky State Pedagogical University, where he became a professor at the Department of Education Management in 2003.

In 2006-2011 and 2014-2015, Likarchuk was the director of the Ukrainian Center for Education Quality Assessment (UCEQA).

He was suspended from his post by the decision of the Cabinet of Ministers while the Prosecutor General's Office was conducting an official investigation into the corrupt activities of the UECQA management.

Likarchuk said that the investigation was revenge for the results of the UPE of children of some officials, refusal to illegally change them and pressure on his son Kostyantyn Likarchuk, who held the position of deputy head of the State Fiscal Service.

Later, Minister of Education and Science Serhiy Kvit and heads of regional CECs spoke in support of Likarchuk. Despite the fact that the law enforcement agencies eventually said that they had no claims against Likarchuk, he wrote a resignation letter.
